What is FDA QMM?
The FDA's Quality Management Maturity initiative encourages pharmaceutical manufacturers to develop practices that go beyond meeting current good manufacturing practice requirements. It focuses on how leadership, people, learning, risk management, and continual improvement work together to sustain quality performance.
QMM is not a replacement for regulatory compliance. Compliance establishes the required baseline; maturity describes how reliably the organization anticipates risk, learns from experience, and embeds quality into everyday decisions.

How to prepare for a maturity assessment
- Establish a baseline. Gather candid input across roles and functions, not only from quality leadership.
- Compare words with decisions. Test whether priorities, incentives, staffing, and timelines reinforce the stated quality policy.
- Review leading indicators. Balance deviations and complaints with measures of learning, reporting, prevention, and engagement.
- Identify systemic themes. Look for repeated barriers across processes rather than treating every finding independently.
- Create an owned improvement plan. Assign actions, measures, resources, and review dates to accountable leaders.
